The European Union Project "Support to basic and upper secondary education" -KosEd, and the Ministry of Education, Science, Technology, and Innovation (MASHTI) have successfully completed a series of regional meetings aimed at supporting the implementation of Regulation No. 19/2024. This regulation, focusing on recruitment processes for educational staff in public institutions, is critical for standardizing and improving hiring procedures across Kosovo’s educational system.
Key Highlights of the Regional Meetings:
The meetings brought together Directors of Municipal Education Directorates (MEDs), legal officers, and human resource representatives across Kosovo.
The primary focus was to provide clear guidance on the implementation procedures of Regulation No. 19/2024, as well as the correct usage of forms and guides by selection committees.
Held from October 17 to October 24, these sessions included valuable discussions and training to ensure uniform application of the new standards.

KosEd has played a pivotal role in supporting MESTI by developing and facilitating the implementation of the Guide for Implementing the Regulation on Recruitment and Documentation Procedures.
This guide, published by MESTI and crafted in collaboration with KosEd, provides clear and practical instructions for municipal education directorates to ensure consistent compliance with the regulation.
By standardizing recruitment and documentation processes, the guide has enhanced efficiency, reduced ambiguity, and fostered a uniform approach across municipalities. Additionally, KosEd's involvement in presenting the guide during regional sessions has been instrumental in equipping municipal representatives with the necessary tools and knowledge to apply these procedures effectively. This collaboration has strengthened MESTI's capacity to maintain high standards in educational staffing and governance.
